$10m to design disability insurance

Prime Minister Julia Gillard announced the new agency on Saturday, before personally moving a successful resolution to include the scheme in Labor’s platform for the next election.

Ms Gillard, visiting the Sydney Aquarium with a group of people with disabilities and their carers, said the $10 million would fund projects that examined how to deliver individual, personalised care.

“An NDIS will involve fundamental changes to the way disability care and support is provided in Australia," she said.

"It will operate on insurance principles and give people with disability greater control and choice over the services they receive; for example, through individualised funding.

"This will finally end the cruel lottery that means the services people with disability get depend on where they live, what disability they have, and how they got that disability."
