Five years after it was first announced as part of Labor’s sweeping primary care reforms, the GP super clinics initiative appears to have failed to provide sufficient evidence that bulk billing alone can offer a sustainable business model for the federally funded practices.Though universal bulk billing was not a requirement for the winning tenderers setting up the multimillion dollar clinics, all projects were openly encouraged by the government to do so as part of its push to increase patient access to affordable health care.
