It gets called “managed scare” within the private health insurance industry. It’s a play on the words doctors utter whenever insurers stop talking about simply signing the cheques for treatment and start wanting to do other, more creative things.
And for the past 12 months, certainly since Peter Dutton became Federal Health Minister, there has been a lot of newspaper
