Tendering advocated for rural pharmacies here

I read the suggestion in the report and I'm yet to see evidence on how tendering would save cost and provide a better access of medications and pharmacy services to a highly vulnerable population of elderly who already are experiencing higher rates of mortality and chronic diseases compared to their counterparts in the cities and, if not, the impact on the already congested hospitals including additional cost of hospitalization.

May be the authors can enlighten us
