JUDGING by the reactions from key stakeholders, and including my own, these policy decisions were made without key information, used skewed and selective use of health data, and did not utilise the wealth of health policy knowledge that already exists.
A three-year policy cycle means little in the life of the health system or, more importantly, in the lives of our patients. Their lifetime of care is the product of 20, sometimes 30 policy cycles and the swing between positions is the problem, often much more so than any individual
