GP who fed homeless struck off

Dr Ching Kun Edmond Kwan will be unable to practise for the next two years after the NSW Civil and Administrative Tribunal found him guilty of unsatisfactory professional conduct in the treatment of a patient. 

The tribunal found Dr Kwan knowingly exceeded authority in prescribing morphine and oxycodone between 2009 and 2011 to the patient for migraines and lower back pain. 

This was the second time the NSW Health Care Complaints Commission had brought proceedings before the tribunal in relation to Dr Kwan.

After complaints by pharmacists about his prescribing of benzodiazepines and/or codeine compounds between 1993 and 1999, a complaint was heard by the Medical Tribunal and in 2005 Dr Kwan, who admitted professional misconduct, was banned from possessing or prescribing Schedule 4D drugs.
