$30,000 payments to registrars and PIP for universal bulk-billing — more details of Mark Butler’s GP cash splash

The expansion of bulk-billing incentives to GPs has captured headlines, but the Federal Government’s $8.5 billion pre-election health cash splash has a few pieces.
Underpinning some of the figures being waved about is a 12.5% loading on rebates, paid out through the Practice Incentive Program (PIP) payment, for GP practices that universally bulk-bill.
Minister for Health and Aged Care Mark Butler says thousands of GP practices will find that it is financially more sensible to offer universal bulk-billing based on the higher incentives and new PIP payment.
This will lead to 3200 new universal bulk-billing GP practices across Australia by 2030, up from 1600 currently, he claims.
