‘Bulk-bill or we will hit you with payroll tax’: Health reform, ACT style

Granting GP practices in the ACT a two-year amnesty from payroll tax on the condition they bulk-bill at least 65% of their patients has been dubbed a form of bribery.
Chief Minister of the ACT Andrew Barr announced the temporary exemption on Sunday, which will last until 30 June 2025.
All practices will be given protection from retrospective audits, waiving all payroll tax liability prior to 30 June this year.
However, there is a series of catches.
