Changing the income test for the Seniors Health Card went down badly with the RACGP

The continued debate over bulk-billing often comes with an unspoken clause that concession-card holders are among those who should benefit.

But Minister for Health Mark Butler might be testing that assumption with his announcement that the Seniors Health Card income test is being radically reformed.

Earlier this month, the upper-income threshold for single older Australians to be eligible for a Seniors Health Card was increased from $57,761 per annum to $90,000.

That is a 56% increase.
