Mark Butler to mixed-billing GPs: ‘It is overwhelmingly in your interest to switch’

Health officials say 1269 GP practices gave up mixed billing for universal bulk-billing between October and January.

GPs who continue mixed billing risk bleeding patients to bulk-billing practices, the Minister for Health and Ageing says, as the GP bulk-billing rate bounces to 81.4%.

Health officials say 1269 GP practices gave up mixed billing for universal bulk-billing between October and January as all patients became eligible for tripled incentives and universal bulk-billing practices were offered loading payments.

Data released on Wednesday show the quarterly GP bulk-billing rate was 81.4% for November 2025 to January 2026, compared with 77.1% in the corresponding quarter 12 months ago and 77.7% in July-September 2025.

Minister for Health and Ageing Mark Butler told reporters it was the biggest shift in GP bulk-billing in 20 years, outside of the COVID-19 pandemic.
