Doctors accused of minor professional misconduct would not be sent to a tribunal under a proposal to fast-track cases and avoid doctors spending months or years in limbo.

A government-commissioned review is canvassing reform options, including that the Medical Board of Australia only refers doctors to tribunals if it reasonably believes their conduct may require cancellation of their registration.

Currently, the board must refer practitioners to a tribunal if it believes they have committed any form of professional misconduct.

The review warns that 21% of tribunal referrals remain in progress after two years.
