Exactly why are not-for-profit GP co-operatives allowed to charge annual membership fees in return for bulk-billed consults?

With mainstream GP practices being warned by Medicare they will fall foul of the law if they follow suit, both the AMA and the RACGP are calling for an end to the double standards.
