Would a government $8 no-show fine encourage patients to turn up to appointments?

Fed up with millions of doctor appointment ‘no-shows’ a year, the French Government has proposed fining patients who fail to turn up without a good excuse.
Prime Minister Gabriel Attal announced the €5 ($8) penalty to curb the nation’s 27 million annual ‘did not attends’ (DNAs), saying: “We cannot allow this to continue.”
Under the draft law, which will need parliamentary approval, patients making an appointment would be required to provide their credit card details.
“If the patient does not turn up for his appointment without giving 24 hours’ notice, the doctor would be able to debit €5 for them not showing up,” Mr Attal, 35, said.
