Australia needs to stop the ‘bulk-billing count’

The bulk-billing rate is not a measure of value or quality, quite the contrary, it is actually a ‘body count’.

In 1960 when President-elect John F Kennedy tapped Robert McNamara to become US Secretary of Defence, he chose a numbers man. 

McNamara had assisted Major General Curtis LeMay to optimise the bombing of Japan in World War 2, and subsequently turned around the fortunes of the Ford Motor Company. 

During the Vietnam War – a civil war where territorial gains were irrelevant – he applied a systems analysis approach including the infamous ‘body count’ as a measure of success.
