‘Low-value care’: Why do some doctors persist despite the evidence?

The recent hectic announcement that Medicare is susceptible to abuse is akin to shouting excitedly that we have discovered the wheel. 

Any welfare system tempts service providers to game it.

This might be rationalised as simply getting their due but not being adequately remunerated, as has long applied to GP Medicare rebates. 

Fraud might occasionally occur via predation by practitioners (or their receptionists) who have lost their moral plot.
