Why bullying is often in the eye of the beholder

When I have my regular lunches with those still in the hospital service, bullying always comes into the discussion. They say it is a real problem, and their accounts suggest they are correct.

Their problem is that any attempt to correct or discipline can be met with an accusation. And if it goes elsewhere, it requires investigation and maybe disciplinary action. And costs.

I am not sure exactly what bullying is. I used to think that the way I was taught at med school was bullying. There was often ridicule, mirth and unpleasant remarks.
